Advanced Tactical Training is a special curriculum for Starfleet officers. Officers must be recommended for this training. It is very difficult and challenging, and in many years half the class drops out. (TNG: "Preemptive Strike")
It is primarily taught at the Advanced Tactical Training Center (or College), located on Syria Planum, Mars.
Starfleet Academy midshipmen who excel in tactical disciplines may be recommended to the College by their instructor, in their junior or senior year. The ATTC curriculum for Academy undergraduates takes two years to complete in most cases.
The ATTC also accepts exchange officers from certain, non-hostile fleets, including the Klingon Defense Force, and Magna Roma's Imperial Legions. (Star Trek: Pendragon)
