Alisa Vandre was a Earth Starfleet officer, of Dutch descent, on active duty in the late 22nd and early 23rd centuries. (Pacific 201, Down to Earth with Zach Jasper, and Starfleet Orientation: Tactical Systems)
At the time, Vandre was the youngest person in the Earth Starfleet to ever hold an executive officer billet. She had graduated first in her class at Starfleet Academy, and rose to the rank of commander in record time.
Vandre served as XO on the USS Mozambique for a time, then became the exec of the USS Pacific.
