The Chief of Operations ensures an outpost or space station is functioning correctly. The position combines the equivalent positions of starship chief engineer and operations manager, with seniority over the operations division. Either a senior non-commissioned officer or line officer can hold this position.
Miles O'Brien, a senior chief petty officer, was Chief of Operations aboard Deep Space 9 from 2369 until 2375. (DS9: "Emissary", et al.)

Star Trek: Avenger/Star Trek: Accord
Here, chief operations officer (aka chief of operations) was head of the Operations department within the Command division. The Operations department included:
- helm
- navigations
- mission support
- flight, including designated shuttle and other auxiliary craft (including fighter) pilots
As well, any yeomen may be tasked to this division. A flight surgeon would be in this division, though he/she may also report to the chief medical officer.
