The Cone-class starship was a failed project to construct a science/research vessel with a heavy weapons array. The class failed due to such high and dangerous power ratings for such small science vessels, and the project was scrapped after two years.
Only two Cone-class starships were ever constructed. One was destroyed, the surviving vessel was turned into a test vessel by Starfleet Research and Development. (Star Trek: Unity)
