Cygnus III was a Federation world.

On stardate 2244.1 during the Four Years War, Captain Kelvar Garth, on the USS Ares, engaged Klingon forces at Cygnus III during Operation Pegasus. (Axanar)
In 2402, Toral, son of Duras, led a group of Klingon extremists whose goal was to take over the Empire and sever all ties to the Federation. He threatened to unleash a metreon cascade on Cygnus III unless Ambassador Alexander Rozhenko committed ritual suicide. Rozhenko refused.
