Earth Outpost 2 was one of several United Earth, then (after 2161) United Federation of Planets, facilities monitoring the Romulan Neutral Zone. The outpost was located in Sector Z-6 (TOS: "Balance of Terror") of the Beta Quadrant. (Star Trek: Star Charts, Stellar Cartography)
Four facilities -- Earth Outposts 2, 3, 4 and 8 -- were destroyed on stardate 1709.2 by a single Romulan Bird-of-Prey testing the Federation's military strength with a plasma weapon. ("Balance of Terror")
A civilian ship, formerly the San Francisco-class USS Anchorage, had made a stop at Outpost 2 shortly before the attack. It was lost with all hands. (The Four Years War and Romulan War Technical Manual)
