Doctor Elora Banning was a 23rd century Starfleet officer.
In the early 2270s, she was heading up the evaluation team for the Constitution-class refit program. During this time, she visited the USS Farragut, with a survey team, and presumably came to the conclusion that the ship could not handle the upgrade, as the ship was ordered to be decommissioned a short time later.
