The Federation Eelstock Convention was a social gathering of Starfleet officers in the late 2200s. In some cases, it had been used as a political forum; most notably, one to discuss the situation with the Klingons (at a time when the Federation was at war with the Klingons). (Star Trek: Phoenix-X)
