Admiral Marcus Ramirez was the Federation Starfleet commander-in-chief from 2243 to early 2245, during the Four Years War. (Axanar: Prelude to Axanar, Interlude)
One of Ramirez's first orders was the design and construction of the Ares-class battlecruiser. (Prelude to Axanar)
On stardate 2245.1, three Klingon D7-class battlecruisers penetrated deep into Federation space and ambushed the USS Ares and the USS Artemis, which were en route to Earth. Aboard the Ares, Ramirez was critically injured, and required surgical intervention that could not be performed successfully under battle conditions. Captain Imari Jakande of the Artemis ordered his chief engineer to disable antimatter containment in order to distract the ships. The Ares was able to escape. (Interlude)
Ramirez spent the rest of the war in a hospital bed. (Interlude) His successor as Starfleet C-in-C was Admiral Threl, who had been Chief of Starfleet Operations. (Axanar: Axanar: The Four Years War (Parts IV and V))
