Gowron, son of M'Rel, was the Chancellor of the Klingon High Council from 2367 to 2375. He was selected to serve as Chancellor after the assassination of his predecessor, K'mpec, and served in that capacity until being killed by a duel by Worf. Gowron presided as Chancellor during the Klingon Civil War, the Klingon-Cardassian War and most of the Dominion War. In an alternate timeline where Data was rescued from Omicron Theta by the Klingon Defence Force, Gowron, in his typical role as an outsider who frequently challenged the High Council, supported the case for giving the android citizenship. His logic was that it would give the Klingon Empire great honour by putting itself on a higher moral level than the Federation, whose representatives were claiming Data as property under the Acts of Cumberland, effectively calling him a slave.
