Hadrian Hannibal Velasco was a Starfleet line and flag officer active in the 23rd and 24th centuries.

He was born in 2266 in San Francisco.

During the 2290s, as a lieutenant commander, Velasco (who was usually only called by his surname) was a security officer assigned to Shadowstar Station. (Star Trek: Shadowstar Station: "Pomp and Circumstantial Evidence")

"Velasco" was the surname of the author's maternal grandfather's mother, who died shortly after giving birth to him in August of 1901.
