Harry Morrow was a Starfleet Fleet Admiral in the Federation and held the position of Commander, Starfleet in 2285.(Star Trek III: The Search for Spock)
As a personal friend of James T. Kirk, Morrow was determined to keep Kirk away from the Mutara sector to avoid him becoming involved in a "subject of galactic debate and controversy." As a result, he assigned the USS Grissom as the only Starfleet ship in that region and communicated his orders directly to the Grissom via Priority One communications. (Star Trek: Grissom)
