Admiral Hayes was a Starfleet flag officer from the 24th century.
In 2373, when the Borg were detected making their way towards Earth Hayes was in charge of organizing the defense of Earth. During the battle his starship was destroyed, though he would survive its destruction. (Star Trek: First Contact)
A year later, Hayes was contacted by the team sent to recapture the USS Prometheus (NX-74913) when they discovered the EMH from the USS Voyager on the ship. After received the Doctor's report on Voyager's travels, Hayes informed him that the ship had officially be classified as lost fourteen months earlier, but that now Starfleet knew the ship was still out there they wouldn't stop looking for a way to get Janeway and her crew home. In a transmission sent by Captain Jonathan Masters he claimed that Hayes was aboard the USS Swiftfire-A and was observing the trials of several new Starfleet ships in the Badlands. These claims were false and were designed to lure a Dominion force hunting for the Swiftfire to its location. (Star Trek: Swiftfire: "The True")
When the Vendoth arrived in the Alpha Quadrant in 2376, Hayes was placed in charge of the defense of the Sol system. He organized the few ships that were in the system and commanded from the bridge of the USS Roddenberry. (Star Trek: Swiftfire: "United We Stand")
