During the V'ger crisis of the 2270s, Rear Admiral James T. Kirk met with Nogura and obtained permission from him to take command of the newly refit USS Enterprise from Captain Willard Decker. (Star Trek: The Motion Picture)

Although the character never canonically appeared on screen, at least three actors have played Nogura in different fan productions. Notably, in the 1980s, veteran actor James Shigeta portrayed the admiral, for Yorktown: A Time to Heal. More recently, Andy Holt played the part for the Star Trek Continues finale "To Boldly Go, Part II" and David Cheng has acted as Nogura for numerous fan productions, including The Human Adventure, the Star Trek: Eagle finale "Agents of Destiny", and the Constar Chronicles film Sinking in the Swamp.
