Janice O'Neill Qua[]

Janice Qua is a polarizing figure, once a promising, up-and-coming Starfleet Captain with two First Contacts and a Federation Membership under her belt, she broke from Starfleet under a cloud of suspicions that never quite left while she was alive. In a sense, her career was going from 'almost famous' to 'Infamous'.

Lt. Senior Grade (late): USS Richard Nixon (Sovereign Class) under Capt. Veil sh'Zerrett (Andorian), this was her first full deep range assignment, serving as Capt. sh'Zerrett's Security Chief.

Lt. Commander; USS Richard Nixon, Cpt. sh'Zerrett, Transfer to Operations Officer.

Commander: USS Richard Nixon, acting Executive Officer under Capt. sh'Zerrett until September of 2405, when the Captain was killed during a first contact gone bad. Commander Qua was confirmed Brevet to Captain to continue the Nixon's mission after somehow salvaging the negotiations.

Captain: USS Richard Nixon, (2406) Captain Qua persuaded a growing non-humanoid polity to join the United Federation of Planets, this being the second such persuasion. the Nixon reached the end of their five year deep range mission, and was directed to Starbase 24 instead of the usual stop-off for repair and refit. She arrived in early 2407.

Suspicion and Arrest.[]

Less than six hours after docking at Starbase 24, Janice O'Neill Qua was hauled out of the shower and paraded to the Starbase Brig under suspicion of being an agent of the breakaway Moab Confederacy and by extension, Klingon Empire. She was not informed of this ahead of time, and the special security orders brought by the FSA agents did not allow her the dignity of getting dressed before being, essentially, frog-marched through the corridors of the base naked, wet, and confused.

This would begin three months in which Captain Qua would be denied access to legal counsel in defiance of Starfleet and Federation laws and regulations, and subjected to daily interrogations, along with disruption of sleep and various non-invasive forms of what can only be described as illegal torture and treatment.

Whatever they intended, what they did, was breaking her faith in the Federation and her trust in Starfleet.

She wasn't released, there was no tribunal, no trial, no court martial. She was rescued by elements of the then-still forming Moab Confederacy Defense Force, pulling a commando raid as part of a support for KDF 3rd Fleet's fall Offensive. In the process of her rescue, she witnessed the Senior FSA (Federation Security Agency) officer transform into a member of Species 8472, and then saw her rescuers kill it.

This may have influenced her decisions. Shortly after being spirited out of holding, she composed and wrote her letter of resignation from Starfleet.

Career with the Moab Confederacy Defense Force[]

In a service short on command grade officers, using modified Klingon Surplus equipment, and desperately struggling to look big enough not to be appetizing to internal factions of the High Council, Janice Qua found herself the second highest ranked military officer in her new service.

From her rescue and resignation in 2407, to the planning of the Son Tay prisoner rescue mission, she worked to get the MCDF into some kind of useful condition, this mainly went with leading antipiracy patrols, planning antipiracy operations, engaging with non-aligned races for trade or reassuring them of security, and helping General Moskowitz write and edit the regulations of the Service.

But mostly it was taking out small units of ships to engage in live-fire training against rogue Orion Slavers, Nausicaans who'd gone pirate, and other opportunistic, parasitic predators that haunt sectors in the middle of shooting wars to prey on Civilians.

These missions served a distinct purpose-developing junior officers and recruited crews into an actual, professional, military.

Commodore Qua filled this role superbly, and her filling it allowed her seniors to focus on the tasks of actually running the rarely seen underpinnings of a military service.

Information provided through General B'Sanos (KDF 2nd Fleet) from Klingon Intelligence sources working with Task Force Omega revealed the suspected location of personnel kidnapped and replaced by Species 8472 (aka 'The Undine').

Had the FSA "Agent" had the opportunity, it's likely Janice herself would have ended up in that facility. She worked with other leaders in the MCDF, and with the consent of Governor Elizabeth Tran, to design a possible mission to rescue those personnel. This was hesitantly approved by Gen. B'Sanos who was looking, even then, at making a splash at the peace talks on Risa.

Commodore Qua shifted emphasis during the preparation phase, to training the force that would go, preparing them for the mission to the best of her ability, and then...

she took second seat behind Governor Tran, who actually chose to lead the mission in order to cement some kind of legitimacy as a warrior with the Klingons, in order to further secure the Confederacy from possible annexation.

Operation Son Tay didn't come off without a hitch, so much as it succeeded within her least pessimistic estimates.

Post Son-Tay[]

Shortly before the Son Tay strikeforce lifted from Ia Drang shipyard for a long cruise, Janice's husband James filed for divorce, citing a number of problems that had gotten worse, and sued for custody of their Eight year old Son, and two year old daughter. Due to the mission, Janice was unable to defend against this in court, and her ex-husband took the children back to Brigham Lake.

Upon her return, she sued for visitation rights, and was granted limited parental rights over the kids, the court ruling that her status as active duty military meant she could not efficiently or effectively provide her children with parental guidance, particularly not after being transferred to the Cold Butte operations area to help that smaller Confederacy world get their own military complex in order.

This would have nastier long-term impacts than anyone could have predicted. On the day of the Fek'Ihri attack, Janice was 45 light years away and 15 into Federation Space, hitting an illegal Orion slave processing station with the assistance of Starfleet personnel under the command of Kanril Eleya. They succeeded in getting five thousand people out of there alive, but while that was happening, her ex husband, his new wife, and their children were consumed by the Fek'Ihri invasion on New Saigon.

Numbed and devastated, she returned to Cold Butte to begin organizing relief efforts for the Moab system, and she would return to Moab one month later, to lead Marine forces in clearing the main planet of the invaders, as well as organizing two sorties to the ruins of New Saigon, and establishing a picket force to watch the planet for signs that the Fek'Ihri were transitioning to building ships to leave and try again.

With the elevatoin of defense minister Saul Moskowitz to Governor and acting First Minister, Commodore Cham Nguoc, another Starfleet Trained captain who had been rescued from the Undine, became Commandant of the Corps, acting supreme commander of all Confederacy forces. Janice was asked to take firm control of Cold Butte's contingent at the acting rank of Fleet Captain (Cold Butte).

She commanded the attempted evacuation of the illegal colonists from P'nj'n, and led the Cold Butte Squadron in covering the evacuation ships that actually made it out, fighting a harsh 18 hour battle with the naval forces of the Pentaxian Dynasty in which some of her innovations included fighting the ships depressurized to limit the impact of fires, shockwaves, and plasma breaches. This led to her command being termed 'dead men' for their demonstrated ability to keep fighting with damage that would have destroyed similar vessels.

She spent most of 2412 rebuilding the Cold Butte squadrons, only to have to use them against Moab-crewed ex-Starfleet vessels at the outbreak of the Confederacy's civil war.

Cham Nguoc's death on Base Alpha left her the senior Officer in what was left of the pre-split MCDF. She managed the resources she had effectively, while counseling a policy of reduced aggression and increased negotiation to Governor MacAulliffe and her staff. This was simultaneous with organizing covert operations to slow down the "Homeland Security Forces" fielded by Moab Governor Donald Odelaw.

Death[]

In late 2413, while escorting Governor MacAulliffe to oversee the delivery of dead and wounded from the fighting at Base Alpha, a terror bomb planted by radicals from the Reconciliationist "New Optimum" and hidden among the returned bodies, went off.

Janice O'neill Qua died of shockwave and shrapnel, and was pronounced dead on site. She was 42 years old.

Secrets uncovered after Death:[]

Janice Qua's genes do not tie to the Starfleet officer who gave birth to her, or the father whose name she bore through her growing up years. She is a Siegfried Augment, subtype AB (Augmented Genetics, Baseline Raising) and she didn't know it right up to the day she died. (this was discovered by a Bajoran Doctor serving aboard USS Bajor during the Berun's World Crisis.)

her closest genetic relative is another Moab Confederacy Officer, Colonel Peregrine Wahlberger, who shares 99% inheritance with Janice Qua, a two-digit stock number difference, and a twenty year gap.
