Keve was a male Cardassian active as an officer of the Cardassian Guard in the late 24th century.
In the early 2370s, Keve was the Supreme Legate, or gul-tar, of the Cardassian Empire. In 2371, Gul Skrain Dukat approached Keve and asked him to dispatch the Home Fleet to engage the Hive starship. Keve was unwilling to send them, as he was concerned the growing Cardassian dissident movement could remove him and the military from power on Cardassia.
