Commander Kwong Ju'an was a Corps Section Leader for the Starfleet Corps of Engineers at Utopia Planitia Fleet Yards.
In 2372, Kwong stated in her references for Antonio Fernandes and Ethan Arden that she was sorry to lose two such wonderful members of her team to the USS Cantabrian (NCC-24705). She was the head of the team responsible for the Cantabrian's refit.
