Luaran was a Vorta who was part of the Dominion's presence in the Alpha Quadrant.
After the Battle of Betazed she was placed in command of the now conquered Dominion territory. During the Dominion propaganda transmission there was a scene where Luaran was welcomed by the Betazoids as the Dominion overseer of the planet. (TNG novel, "Battle of Betazed")
In late 2375 one of her clones would be in command of a Jem'Hadar attack ship. (DS9: "Tacking into the Wind")
