Lucsly was an agent of the Federation Department of Temporal Investigations in the late 24th century.

He and agent Dulmur kept Katherine Sheridan, thrown back in time from 2404, in their custody for six months in 2371. While she was free to go after that, they continued to watch her until at least 2374. (Star Trek: The Adventures of Argus: "Messages From Home")

In 2373, Dulmur and Lucsly visited Deep Space 9 to investigate Benjamin Sisko and crew's journey to 2268, but they could find no intentional wrong-doing. (DS9: "Trials and Tribble-ations") In that same year, the two used the Guardian of Forever to travel to 2063 and 1996 to investigate whether the USS Enterprise-E and USS Voyager's crews' journeys back to those respective times had any significant impact on Earth's history.
