Marie-José Betancourt was a Federation Starfleet engineer, of Haitian descent, on active duty in the 23rd century.
Betancourt was chief engineer of USS Avenger in the 2260s when that ship was commanded by Captain Melissa Sturdevant. She fine-tuned the emergency transporters to helped rescue survivors of the atttempted coup d'état of Yogyakarta Baru in 2265. (Star Trek: Avenger: Time, See What's Become of Me)
In 2266, Betancourt was on a temporary duty assignment as an engineer at Starbase 45, where she gave birth to her son Didier. (Star Trek: Avenger: "Belonging")
