Nebel Keshet was Public Conservator of Lakarian City on Cardassia Prime before, and shortly after the Dominion War. The wife of Gul Aldur Keshet of the Twelfth Order, they both were secret members of the radical militant True Way faction.
In March 2376, Nebel Keshet assassinated Sub-Admiral Danclus, a Romulan civil administrator in the post-war occupation government. Her death drove her grieving husband on to further acts of terrorism. (Dark Territory: "The Valley of Peace")
