The Ordered Sword was the intelligence agency of the Kellarian Republic. They enforced the will of The 17 and worked to keep the Kellarian population in line.
Political officers who served in units of the Kellarian System Defense Force were officially members of the Sword, but were actually directly appointed and reported to The 17.
