A passenger liner is a starship used primarily to ferry passengers from one point to another, usually within the same or adjoining star systems.

The difference between a passenger liner and a starliner usually includes the amenities aboard. Passenger liners usually ferry passengers for various reasons, while starliners usually are for vacation purposes (much like the difference between water-bound passenger ships and cruise ships).

Passenger liners are sometimes refit to be personnel carriers in times of war or colony ships when needed.

The USS Minervon was a passenger liner hijacked while en route to Vulcan in 2254. (Star Trek: SFI) It remains unclear why a passenger liner would carry the "USS" designation as passenger liners are usually non-military ships.

In the mirror universe, the Creevar was a passenger liner. (Star Trek: Shattered Universe)
