Project Restoration was a special operation of the Starfleet Corps of Engineers. Its goal was to replace the destroyed Deep Space 9 with its abandoned sister station, Empok Nor. The project was conceived by Miles O'Brien and Nog in 2376. With the support of Admiral Jonathan Hofmann, Project Restoration became a centerpiece of the Federation President's "Restoration Initiative," aiming to undo five years of isolationism brought about by the Nechayev Doctrine after the Federation Civil War.

The project was completed in early 2379, with Empok Nor rechristened "Deep Space 9" and transferred to Bajoran ownership, under the command of Fleet Captain Benjamin Sisko. (Star Trek: Pendragon: "True North", "Restoration")

Peter Lavelle also worked on the project, and upon its completion, was reassigned to the USS Pendragon. (Star Trek: Pendragon: "Restoration")
