The Proxima Maintenance Yards were a Starfleet shipyard near Proxima Centauri. They were commanded by Drazman.
From 2367 to 2369, several Phoenix-ships were launched from the shipyards, in a transwarp testing program under the Starfleet Corps of Engineers. Each failed test flight was accompanied by the destruction of the ship, followed by the launching of a new ship. During these test flights, Drazman was a Captain. In 2371, Sisko, Julian Bashir and Jadzia Dax planned to visit and have dinner with Drazman, who had made Admiral by then. (DS9: "Past Tense, Part I")
The USS Taillibert, an Antechrist-class carrier, was being built there in 2415. (Star Trek: False Vacuum: "Asteroid Dusting")
