Quark was a Ferengi male and was the proprietor of the eponymous bar on space station Deep Space 9 (and formerly Terok Nor). (Star Trek: Deep Space Nine)
Sometime between 2369 and 2371, Quark purchased a suit from Garak that contained a forgotten data-rod in its pockets. The data-rod contained a copy of the working schematics for the Multi-Vector class starship Phoenix-X. Section 31 had shared the information with the Obsidian Order that Garak was affiliated with.
