Captain Radescu was a Starfleet officer in the late 24th and early 25th centuries. He was the commanding officer of the Excelsior-class USS Persephone, a Starfleet Academy training vessel. (Chronicle: "Best Laid Plans")
He graduated from Starfleet Academy at the very onset of the Dominion War, almost 40 years before 2410. On his training cruise, he served with Ensign Athena Azurian's father, with whom he was friends. Radescu felt Azurian showed great promise, and she reminded him of her father when he was a young man.
Radescu also served with Zachary Stiles's aunt Esther Stiles at some point in his career.
