- This state is distinct from the Imperial Romulan State that existed between 2380 (Articles of the Federation) and 2382 (Rough Beasts of Empire).

After the supernova, the bulk of the Romulan Star Navy starships aligned themselves with the New Romulan Empire. The Romulan Free State approached the United Federation of Planets and Vulcan for assistance, which they gave.
Between 2408 and 2410, Romulan Free State representatives who dealt with Starfleet officer Zachary Stiles enjoyed the fact the half-Human, half-Romulan could speak their language.
By 2410, the Romulan Free State had authorize Starfleet's use of cloaking devices aboard their Puerto Rico-class runabouts despite the objections of the New Romulan Empire. Despite this, the Romulan Free State was in talks to reunify with the New Romulan Empire, although Zachary Stiles believed the New Romulan Empire "didn't seem to be trying that hard," with a marked decrease in Imperial harassments of the Free State decreasing steadily over the three years previous. Star Trek: Phoenix-X[]
Between 2387 and 2393, the Romulan Free State did not bother to investigate Avercol, which was unknown to most to have a Borg society. ("Rust in the Machine")
