Romulan Neutral Zone map

The Romulan Neutral Zone was a buffer created following the end of the Earth-Romulan War between the United Federation of Planets and the Romulan Star Empire. Any entry into the Zone would be considered an act of war by either side. (TOS: "Balance of Terror")

The Romulans referred to the buffer as the Outmarches. (TOS novel: My Enemy, My Ally, ENT novel: The Romulan War: To Brave the Storm)

RIS Bouteina

In 2354, the USS Raven has crossed the Neutral Zone in order to chase a Borg cube. However, its crossing of the Neutral Zone was never interpreted as an act of war because the ship was unarmed and they had nothing to do with Romulans. (RIS Bouteina: "Night of the Were-Hawks")

Three Romulan warbirds crossed the Neutral Zone behind the shuttle in an attempt to stop him, but the threat of combined Starfleet and Klingon forces drove the Romulans to retreat back to the Neutral Zone before an escalation of hostilities took place.
