The Romulan Republic was a Romulan Star Empire breakaway state, or replacement, formed by Romulans. (Star Trek: Arcadia, Star Trek Online, Bait and Switch)

The Romulan Republic arose to replace the Romulan Star Empire as the government of the Romulan people in 2382.
Star Trek Online[]
In 2409, the Romulan Republic arose when a group of Romulans and Remans banded together to oppose the oppressive Romulan Star Empire.
Bait and Switch[]
The Romulan Republic (Rihan: Kreh'dhhokh Mol'Rihan, "New Romulan Republic") was a splinter state that formed after the Hobus supernova out of a coalition of disaffected Grand Fleet personnel, political dissidents including Unificationist cells, and Romulan and Reman colonial militias. It opposed the Romulan Star Empire, as well as the Tal'Shiar who were attempting to subsume the legitimate Empire and create a military dictatorship. Rumors of the Republic's existence had begun circulating in Starfleet as early as 2403, but at the time, the Federation did not give the rumors much credence. ("From Bajor to the Black, Part II")
In 2409, the Republic, led by Proconsul D'Tan and Admiral Klau tr'Kererek, had grown strong enough to seek political recognition from the Federation and the Klingon Empire, and colonized the planet Dewa III for its new capital. Renaming the planet New Romulus (Rihan: "ch'Mol'Rihan", "[homeworld] of the Newly Declared"), the Republic carved out a territory in the Beta Quadrant between Imperial and Klingon space, and created a parliamentary republic seated in Hachae s'Temer. In 2410, representatives of the Republic signed the Treaty of Khitomer with its progenitor state the Romulan Star Empire. (Saith Daepahr hrrafv Llaiirevha)
