Ryan Tapping was a Starfleet officer and former chief engineer aboard the USS Shabonee (NCC-19923). (Star Trek: Shabonee)
Born and raised in England, Tapping was chief engineer of the Shabonee when Daniel Radke signed aboard as counselor in 2369. Radke described him as having boyish looks and a very charismatic personality. (Star Trek: Shabonee: "Divergence")
Tapping fell deeply in love with Shabonee security chief Emily Shawesh, whose friendly nature was mistaken by Tapping to be something more than friendship. This unrequited love took a severe emotional toll on him and her. (Star Trek: Shabonee: "Here We Are")
Towards the year's finish, the Shabonee was attacked and nearly destroyed by Breen pirates. The episode pushed Tapping even closer to the brink. (Star Trek: Shabonee: "Scream")
In 2370, Tapping passed up the opportunity to be the new Shabonee's chief engineer, explaining to Radke and new Shabonee chief engineer Michael Greene that he needed to get as far away from Shawesh as possible.
