Sarah Higgins was a human Starfleet officer in the late 24th century. She served as Ship's Counselor on the USS Pendragon (NCC-85000) from 2381 to 2383. (Star Trek: Pendragon)

Sarah Higgins was born in Baltimore, Maryland on Earth in the year 2344. She enrolled in Starfleet Academy in 2362 at the age of eighteen.

During her time at the Academy, she trained aboard the USS Beachmont, where she met Commander Stephen Tecklenberg.

Upon graduation in 2366, she became a junior counselor aboard the USS Bradbury, where she had a brief relationship with Mark Montgomery. Though they went their separate ways, they remained good friends in the succeeding years.

After the Federation Civil War, she served as ship's counselor aboard the USS Dauntless under Captain Timothy Barranco.

In 2381, Sarah transferred to the USS Pendragon, replacing Lieutenant Kiley Thoren as ship's counselor. Over the next two years, she became an integral part of the Pendragon family, forging close friendships with Mary Barranco, Ben Riniker and Jason Bartholomew.

After the Pendragon's mission to the galactic rim in 2383, Sarah planned to take shore leave on Earth. While she and Jason Bartholomew (who had resigned his commission) were traveling, their transport was hijacked by mercenaries, and Sarah and Jason became unknowingly involved in a plot to assassinate Federation diplomats gathered on Parliament. They spent several days on the run from the mercenaries, and became romantically involved, but eventually Sarah was captured. Jason sacrificed his life to save her, and she returned to Earth to begin a new life. (PDN: "Charade")

Though ambiguous, the episode seemed to imply that Sarah was pregnant with Jason's child.

In early 2384, Mark Montgomery informed Sinclair that Sarah had died, though the circumstances are unknown.
