The Cardassian Second Order was a military unit in the Cardassian Guard.
The Second Order was known as the Cairhail Prethok ("Eagle Order"). It gained much prestige during the Federation-Cardassian War, which made it the most influential Order in the period after the war and prior to the Dominion War. (The Dominion War Sourcebook: The Fires of Armageddon)
