Admiral Shelly Parker was a Federation Starfleet line and flag officer, serving in the 23rd century. (Starship Valiant; Melbourne)
Parker was the first female commanding officer in Starfleet, taking command of the lead ship and prototype USS Constitution in 2240.
In the 2260s and 2270s, Parker was an admiral at Starfleet Command. She named Jackson K. Bishop to succeed Captain Clark as CO of the USS Valiant, telling Bishop that the alternative was Commander Finnegan. (Starship Valiant: Legacy)
