This planet was home to a pre-warp civilization. And they were several sectors away from any other spacefaring government-held system; as such, the Romulan Star Empire laid claim to this planet and Homer Simpson was appointed ambassador from the Romulan Star Empire to this system. By mid-2385, this planet was the Romulan headquarters for the Kzinti theater. (RIS Bouteina: "Battle at the Grave of Thoughts")
