Siroc

Siroc was a criminal mastermind who was behind the Tholians' press for war, in the late 24th century. He had assisted the Tholians in learning about the Briar Patch and the Grey, and had ties to the Orion Syndicate, including Vorina, Milo Surgant, and Betras. (Star Trek: Hidden Frontier)
