Starbase 12

Starbase 12 was a Federation starbase in the Gamma 400 system, in the vicinity of the planets Mab-Bu VI, Pollux IV, Risa and the Ceti Alpha system. The base was active during at least the 22nd, 23rd, and 24th centuries.

In 2167, Admiral Uttan Narsu was the base's commanding officer. (TOS: "Space Seed", TNG: "Power Play")

It has not been revealed if, like Starbase 11, Starbase 12 was first an Earth Starfleet facility before it became a Federation Starfleet facility.

During the Federation-Klingon War, this was one of three Federation starbases attacked by Klingon forces, resulting in the destruction of one-third of Starfleet's vessels. (DIS: "The War Without, The War Within")

In 2364 the starbase was evacuated for two days, for which Starfleet Command issued no explanation. Captains Walker Keel, Rixx and Tryla Scott took as further evidence of a conspiracy within Starfleet. (TNG: "Conspiracy")

Starbase 12 also had advanced, secure medical facilities. (TNG: "Aquiel")

Non-canon data

Starbase 12 is one of the most important outposts in the Federation as it is in reach of both the Klingon and Romulan empires.

Starbase 12 and the Gamma 400 system are located in the Fries-Posnikov sector, and the base is the primary Federation port of call for the Mutara and Benecia sectors. The USS Bozeman was assigned to Starbase 12, where the USS Enterprise-E underwent space trials and final construction in 2372. (TNG novel: Ship of the Line)

Mikaela Allenby and Ahyoka were assigned to the starbase in 2271. One of the shuttles assigned to the starbase was named the Drexler; it was this shuttle that Allenby used to try to find and rescue Ahyoka. ("Agent of New Worlds")

Starbase 12 was part of Delta Fleet. It was the headquarters for Task Force 18.

Orion Press

Commodore Lystra Davis became commanding officer of the starbase in 2274.

Seventh Fleet RPG

M'Kalek was born on the station on 2374, to parents who were stationed on long term assignment at the station.

The Star Eagle Adventures

Eugene Edison served on this starbase as a second officer from 2366 to 2369. A purely administrative post, Edison attempted unsuccessfully to secure a transfer to a starship shortly after being assigned here.

Lif Culsten served as a shuttle pilot on Starbase 12 from 2366 until 2371.

The two officers did not meet however until 2369 when Edison's shuttle was nearly destroyed by Orion raiders on a routine journey. The shuttle was saved in large parts due to Culsten's piloting abilities.

Star Trek: Avenger

Rear Admiral McGinnis was commanding officer of the base in 2292. McGinnis dispatched an investigation team to Federation Deepspace Research Facility 39 after receiving an advisory from USS Avenger. (Star Trek: Avenger: "The Trouble on FDR Facility 39")

Star Trek: Black Hawk

In this universe, in the 24th century, Admiral Jeffery Higdon was appointed Commander of the Twelfth Fleet and Starbase Rockford was redesignated Starbase Twelve by Starfleet.
