Starbase 7 was a United Earth, then -- after 2161 -- a United Federation of Planets Starfleet facility active from the 22nd (TOS novel: Crisis on Centaurus) to at least the 24th centuries.

22nd Century[]

Built in the 2150s (Crisis on Centaurus), the base was located near Sadr (also known as Gamma Cygni) and Upsilon Mensae.

In the continuity of Orion Press, the base was located near Sol and 61 Cygni. ("Scotty's Vacation")

It was located on a Class H desert planet that orbited a spectral class B blue-white giant star. Most of the base's ground facilities were built into solid rock in a low range of hills to protect it against extreme changes and high winds. (Star Trek: Avenger: Avenger News 104 [August 26, 2007])

23rd Century[]

In the 2230s, after being granted refugee status, the Kelpien Saru was exposed to the diversity of the Federation here. (DIS: "An Obol for Charon")

The USS Farragut escaped to Starbase 7 after an ambush by pirate vessels from Epsilon Canaris III in 2255. (Crisis on Centaurus)

USS Dauntless underwent repairs at Starbase 7 in 2259. At this time, Commander Hallie Gannon became the Dauntless's new executive officer. (Star Trek: Vanguard novel: Declassified: "The Ruins of Noble Men")

Commodore Rolf Emerson was in command in the 2260s and 2270s. (Star Trek: The Intrepid Adventures: Tomorrow's Intrepid)

Admiral Withrow was based at Starbase 7 in the 2260s. He tasked Captain Clinton Dodge with ascertaining who was stealing Federation transporter technology, and for what purpose. (The Federation Files: Doppelganger)

Two Federation-class dreadnoughts, USS Konkordium and USS Dominion, were docked at Starbase 7 after participating in wargames in 2268. (TOS novel: The Klingon Gambit)

Barbara Devereaux transferred to Starbase 7 in 2269 so she could potentially give adoptive children, orphans of the attempted coup d'état of Yogyakarta Baru, a stable home life they would not have had if she'd remained on a starship. (Star Trek: Shadowstar Station/Star Trek: Avenger: Time, See What's Become of Me)

In Yorktown: A Time to Heal, the starbase was shown to be a Watchtower-class station.

Following the attack by an energy creature on Starbase 29 in 2294, the Starfleet Seventh Fleet was relocated to the "inner" Federation, with Starbase 7 becoming the Seventh's new command base. Commodore Threll A'von, an Andorian, was the base's commanding officer. (Star Trek: Avenger: "Aftermath", "The Road Goes Ever On", "Back in the Saddle Again")

Per "Aftermath", Starbases 7 and 29 are a day's travel apart, presumably at about warp factor 6 or 7.

By the late 23rd century, in addition to the ground facilities, Starbase 7 also had several drydocks and an Ournal-class spacedock in planetary orbit. (Avenger News 104)

24th Century[]

Starbase 7 was also the command base for the Seventh Fleet in the 2370s. (Star Trek: Challenger Chronicles)
