Starfleet Headquarters was the administrative heart of Starfleet Command located adjacent to San Francisco and sharing grounds with Starfleet Academy. Original built by United Earth as the headquarters for Earth's Starfleet after the foundation of the United Federation of Planets it was turned into the HQ for the new Federation Starfleet.
In mid-2374, Dalton Masters took Jonathan Masters to meet with Admiral Titus Reak'va in the centre's war room. Located several levels under the HQs the war room was a large circular room similar in design to a starship holotank, only on a larger scale. There were numerous manned stations that monitored and disseminated incoming information and intelligence. There was also a large flat table display, which several flag officers were gathered around when the Masters visited. (Star Trek: Swiftfire: "No Rest for the Wicked")
In 2375, Starfleet Headquarters was one of the targets when the Breen attacked Earth. Several building were badly damaged and many people were killed. (DS9: "The Changing Face of Evil"; The Dominion War Sourcebook: The Fires of Armageddon)
