Starfleet Research and Development (also known as Starfleet Research or Starfleet R&D) was a division of the United Federation of Planets Starfleet, based in San Francisco, on Earth.
Apart from its headquarters, Starfleet R&D had facilities in many locations, including on Jupiter Station, Starbase 234 and Memory Alpha. They frequently collaborated with the Daystrom Institute, and the two organizations often shared both information and resources. In the 2360s, Vice Admiral Anthony Haftel worked with Starfleet R&D out of the Daystrom Institute Annex on Galor IV. (TNG: "The Offspring")
Dr. Lewis Zimmerman was Starfleet Research's Director of Holographic and Imaging Programming, assigned to Jupiter Station in 2373. (DS9: "Doctor Bashir, I Presume", VOY: "Life Line")
Lieutenant Kirayoshi O'Brien was stationed on Memory Alpha as a researcher in the early 25th century, before being reassigned in 2409. (Star Trek Online)
