Starfleet Tactical (also known as TacFleet) was the department of the United Federation of Planets Starfleet tasked with formulating strategies and tactics for dealing with threat forces.

In the continuity of the Diane Duane Rihannsu: The Bloodwing Voyages novels, the department was apparently known as Starfleet Strategy and Tactics, Strat-Tac for short. (TOS novels: Swordhunt and Honor Blade)

It may work in coordination with other Starfleet departments, such as Starfleet Research and Development, Starfleet Intelligence and the Starfleet Corps of Engineers. Starfleet Tactical would also help design special courses of study at Starfleet Academy.

It was established as a separate, specialized service within Starfleet on 7 June 2251. (Ships of the Star Fleet, vol. 2)

War games — such as those involving the M-5 multitronic unit (TOS: "The Ultimate Computer") in 2268 — would be administered by Starfleet Tactical.

In the late 23rd century, both the Cathedral Flight Test Team (Starfleet Prototypes) and the flight test team at Shadowstar Station (SFR-721) were vetted by Starfleet Tactical. (Star Trek: Shadowstar Station)

Vice Admiral J.P. Hanson was a flag officer based at Starfleet Tactical in the 2360s. He assigned Commander Elizabeth Shelby to USS Enterprise-D to aid in dealing with the Borg. (TNG: "The Best of Both Worlds, Part 1")

Background

The alternate term TacFleet was from Ships of the Star Fleet.
