The rank of Subcommander is approximately equivalent to Starfleet Commander. The rank is used by the Romulan Star Navy. (Rihannsu: Erei'Riov) Tal Shiar equivalent is Major.
The rank was also used by the Vulcan High Command and the Kellarian System Defense Forces (Star Trek: Remington).
The Hydran Royal Navy used the rank as their equivalent to a Starfleet lieutenant commander instead. (RIS Bouteina: "Vosteage")
