The rank of sublieutenant is approximately equivalent to Starfleet lieutenant junior grade. The Tal Shiar equivalent is second lieutenant.
In the Romulan Ground Forces, sublieutenant was above sergeant and below lieutenant. Sublieutenants usually commanded ter'vals. (The Dominion War Sourcebook: The Fires of Armageddon)
The rank was also used by the Vulcan High Command and the Kellarian System Defense Forces (Star Trek: Remington).

This rank was called in Rihannsu Erein and was the first rank Romulan Naval Academy graduates held. It was roughly equivalent to a Starfleet ensign.
