The Tal Shiar was the intelligence agency of the Romulan Star Empire.
In 2372, the Tal Shiar joined with the Cardassian Obsidian Order in an attack against the Founder's homeworld in the Gamma Quadrant. The attack proved to be a trap, with Colonel Lovok replaced by a Changeling. The joint fleet was destroyed by the Jem'Hadar and the survivors were taken prisoner. (DS9: "Improbable Cause", "The Die is Cast")
The loses suffered by the Tal Shiar saw their standing on Romulus drop. Their supporters in other divisions of the empire, such as the Romulan Star Navy, lost their influence as well. (Star Trek: Swiftfire: "For the Federation")
The Tal Shiar played a pivotal role in the Liberation of Nthony C in 2374. An operative was covertly delivered to the planet's surface and disabled the shields and weapons at the Dominion's base on Nthony C. (Star Trek: Swiftfire: "For the Federation")
