I think it's incorrect that Cadet Kirk is the only student to pass the bug-spot test. (You're thinking of the Kobayashi Maru.) "The Galactic Whirlpool" says of it that "Nobody who fails this test will ever be promoted to the command of a starship." Since there are other starship captains, there are other ways to pass, although I read it that the other described responses to catching bug-spots - ignoring it, or calling for help - are considered fails.
