The Third Terran Dominion was the violent and militaristic interstellar government located on Earth. It was a mirror universe counterpart of the United Federation of Planets, but did not exist in the same universe as the Terran Empire. The Emperor of the Dominion was Xavier IV. (Star Trek: Remington: "Reflection")

The primary fighting force of the Dominion was the Grand Fleet, commanded by Fleet Admiral Maxwell Gray, who commanded from his flagship, the Unconquerable.
