Thomas Garrison was the Starfleet Fleet Admiral stationed at Starbase 001 in 2752. He was in command of the entirety of the Federation's Starfleet. (Star Trek: 001)

History[]

During his time as student at Starfleet Academy, Garrison's instructor, Miasha Jenco, became his mentor. After graduation, Jenco was Garrison's commanding officer. Sometime later, Garrison married Marla and Jenco attended the wedding. Sometime after that, Marla died. ("When It Rains...")

In 2752, he adamantly protested the decommissioning of Utopia Planitia Fleet Yards, unable to find support from colleagues and higher-ups. During this quest, Jenco leaked information to him that a malfunction at San Francisco Fleet Yards had secretly cut their production down to 20%, intel that would prompt the Alliance to attack and conquer the Federation within a month if they were to find out. Working with Michael Larkin, they planned to release the information to the Alliance sooner in order to force Starfleet to keep Utopia Planitia open, but in doing so, Michael was kidnapped by the Alliance. After all was said and done, Garrison lost respect for his mentor, Jenco, and no longer considered him a friend. ("New Beginnings")

When the crew of the starbase were locked in a Starfleet commissioned simulation of World War III, Garrison tried to go to Starfleet Command and confront Jenco himself, but was turned away. After Tanik told him Othoniel Ephraim Rasin was being held for knowing information Starfleet Command doesn't want to get out, Garrison resigned himself to a plan to break Rasin out. When learning said-information, through a communique from Admiral Leonard, was to time travel and change history, Garrison decided to break in the front door to Starfleet Medical with several invasion teams, in a full-frontal assault. Joined by Tanik and Tanik's Romulan ex-crew member Sonal, the assault descended from stun-setting attacks to kill and they found Sabinus but not Rasin. ("When It Rains...")
