Tor Vot was a Sindareen information dealer who entered into an alliance with the Dominion during the Dominion War. He had hoped to raise his people from economic ruin by acquiring new riches, including cormaline from Makar VI. He had provided tactical data on Federation Alliance ship movements to the Dominion, which he received from a cohort of Future Guy in the 29th century. Such information included the fact that the planet Betazed was vulnerable to an attack. Tor Vot's successes were rewadred with information on new sources of wealth.
