Tora Naprem was a Bajoran woman who was forced to serve as one of Gul Dukat's comfort women. During this time, Dukat developed some sort of feelings for Naprem, and she succumbed to a sort of Stockholm Syndrome and reciprocated. They conceived a child together, Tora Ziyal, in 2353.
When the Occupation of Bajor was about to end, though, Dukat sent Naprem and Ziyal away to Lissepia on the freighter Ravinok. The Ravinok never made it, however; it was shot down by the Breen and its crew and passengers taken prisoner. In 2371, Naprem was confirmed to be among the dead. (DS9: "Indiscretion")
Sigils and Unions: Catacombs of Oralius universe[]
In an inversion of the canon universe, Vedek Tora Naprem was a follower of the Pah-wraith cult that controlled Bajor. Aspiring to be the kai, she tried in 2353 to fulfill an occult prophecy speaking of a child uniting two worlds by forcing captured Resistance leader Skrain Dukat to sire a child with her against his will and to appear with her in public displays of her conquest.
- Vedek Tora may have been Pah-Wraith possessed, but the evidence is inconclusive due to the fact that Naprem had just administered mind-altering drugs to Dukat.
Dukat, however, succeeded in escaping with the child, whom he named Ziyal Dukat, and taking her home to Cardassia Prime, where he raised her alone. (Sigils and Unions: Catacombs of Oralius--"Exits in the Haze")
Vedek Tora later captured the Dukats during a failed Cardassian raid on the Eye of the True Prophets, the Bajoran station in orbit of Cardassia Prime. She executed them by freezing them to death--unaware of the vision the highly spiritual Skrain Dukat experienced as he died, that his people would regain their freedom.
