USS Tradition was part of Starfleet International Fan Association before it went independent in the late 1980's.
Tradition would morph into a social club blending both Star Trek and Doctor Who with viewings and discussions as well as going in costume for the local PBS pledge drives and would later spawn F.R.E.D. aka Friends who Really Enjoy the Doctor and Time Meddlers, with F.R.E.D.'s members absorbing into the Time Meddlers.
Cap'n Lisa aka Lisa L. Wahl would hold the meetings and parties at her place during the weekends.
